The conversation at the event focused on the intersection between human rights and Quantum technologies, and sought to forsee and articulate the emerging risks and benefits. Many risks focused on privacy impacts from Quantum adoption, with discussions as to how to solve for those risks.

At the event, Spain launched its Quantum Technologies Strategy https://digital.gob.es/dam/es/portalmtdfp/comunicacion/sala-de-prensa/comunicacion_ministro/2025/04/2025-04-24/EstrategiaTecnologiasCuanticas_compressed.pdf with government investments of $917 million to initiate the program. https://quantumcomputingreport.com/spain-launches-e808m-917m-usd-quantum-technologies-strategy-to-strengthen-national-and-eu-leadership/ Present was the Minister of Digital Transformation https://digital.gob.es/portalmtdfp/comunicacion/sala-de-prensa/comunicacion_ministro/2025/04/2025-04-24.html and many other luminaries from the Quantum world.

Few countries have Quantum strategies yet, but those that do are mostly aligned on several key points, which were visible in Spain's effort. Privacy had a prominent place in the strategy.
